Wyoming Public Records
The State of Wyoming, through clear and broader provisions, tries to make it easier on its citizens to access records in a simpler and in an open manner.
The state statutes 16-4-201 – 16-4-205 is what governs Wyoming public records. The law specifies that “any person” may request public records, and that they don’t have to disclose the reasons for making the request. Records subject to the law include all materials created by Wyoming State, including any of its municipalities, agencies, and counties. The legislative and executive branches of government are also covered by the law. The law dictates that any Wyoming public agency has the obligation to make records available whenever requested.

Wyoming Criminal Records
The Division of Criminal Investigation (DCI) handles background checks in the state of Wyoming. A criminal report will provide all convictions and arrests not only in Wyoming, but also in the WIN (Western Identification Network). WIN includes Washington, Alaska, Nevada, Oregon, Utah, Montana and Idaho.? Employers may request these records on prospective and current employees. All official background checks are not done only through a mere name search but also through a fingerprint card. This therefore means that you can only pull these records on yourself and not on anyone else.
You can access and copy arrest records, jail and inmate records. You can search for any inmate within the Wyoming Department of Corrections. The search will provide you with information such as where the inmate is currently housed, physical description accompanied by a photo, a projected release date or parole, and the specific conviction. You can get this information online through Vinelink.com. For you to run a search, you need to know the inmate’s First Name and Last Name or their Offender ID.
Wyoming Court Records
All court records in the state of Wyoming for both civil and criminal cases are easily obtainable. Simply sign up for the online PACER or Public Access to Electronic Court Records. For any record that you can’t find on PACER, you should check with the court where the case is being heard. You can research for this information on the state administrator of the courts website.
Wyoming Vital Records
Wyoming Department of Health is the central hub for vital records in Wyoming. This is where you can find more current certificates and records, such as marriage, divorce, birth and death.
- Birth records: Birth certificates are available from 1909 to present through the Department of Health. You can also view these records at the State Archive. Birth certificates become public records after 100 years. Registrants can only obtain these records after turning 18. Otherwise, the access to these records is limited to a parent, legal guardian, or legal representative.
- Death records: Death certificates are available from 1909 to present through the Department of Health. Death certificates become public records after 50 years. Only immediate family members, insurance companies, lawyers, and estate executors can access these records.
- Marriage records: Marriage certificates are available from 1941 to present at the Wyoming Department of Health. These records become public records after 50 years.
- Divorce records: Divorce certificates are available from 1941 to present at the Wyoming Department of Health. These records also become public records after 50 years. Access to these records is limited to the involved parties and their lawyer.

Wyoming Courts Overview

The trial court system of Wyoming State consists of Municipal Courts, Circuit Courts, and District Courts.
District Courts
Wyoming District Courts have general jurisdiction to handle all civil and criminal cases, but usually handle only the cases that other courts have no jurisdiction over.
Typical criminal cases that District Courts usually handle include some misdemeanors, lesser-included offenses, and felonies. District Courts can impose certain penalties in certain types of ordinance violation cases. However, most ordinance violation cases are usually handled by Circuit Courts or Municipal Courts.
Civil cases that District Courts usually handle include general civil claims that Circuit Courts cannot handle. They also handle cases requesting injunctive relief, domestic relations, probate matters, and juvenile matters.
Every District Court has a Juvenile Court division that handles certain types of cases, including child neglect, juvenile delinquency, judicial consent to abortion, child in need of supervision.
Circuit Courts
Wyoming Circuit Courts have jurisdiction to handle certain types of criminal and civil cases. General criminal cases that Circuit Courts usually handle include felony preliminary hearings and misdemeanors. Circuit Courts share jurisdiction with District Courts over misdemeanors, and they have original jurisdiction to handle misdemeanors. With an agreement of a municipality, Circuit Courts can handle violations of municipal ordinances.
General civil cases that Circuit Courts normally handle include majority of general civil claims for up to $50,000, excluding court costs. Cases related to family violence protection are also heard by Circuit Courts. Civil cases these courts handle include landlord-tenant cases, disposal of abandoned vehicles, small claims cases, enforcements and foreclosure of certain liens, claims for recovery of a private or personal property, and claims for recovery of money.
Circuit Courts have actually replaced the Justice of Peace Courts. Currently, Circuit Courts exercise fully the jurisdiction that Justice of Peace Courts was previously granted.
Municipal Courts
Wyoming Municipal Courts handle majority of municipal ordinance violations. These courts may also handle some violations of municipal ordinances with juvenile defenders.
Wyoming Municipal Courts have limited jurisdiction over many municipal ordinance violations. It’s important to note that this jurisdiction is usually limited to the extent that Wyoming District Courts have exclusive jurisdiction to impose civil penalties and grant injunctive relief.
